While there is no single one best sigh for "furlough" there are a couple of
approaches:
First of all if your conversation partner doesn't know what it means you are
going to need to explain the concept.
After which you might want to just use the sign:
LAID-OFF
0:00 / 0:00
The point is that signs can temporarily expand their meaning to include currently important yet temporary conditions. This is especially true at a specific work environment or company when everybody local knows about the topic to which you are referring.

For military maybe even a quick LAID-OFF+VACATION compound and then later on after everybody knows what it means transition into just the shorter version of LAID-OFF.
