Question
Are phrases such as “DRY, UGLY, SUMMER” and/or  or “99 PEPPER FRENCH-FRY" (99 peppered French fries) considered finger fumbers?

Response:
Repeated handshapes are "alliteration." 
Alliteration is different from a finger fumbler in that alliteration is very easy (and fun!) to do.
